Draft on voluntary amalgamation of administrative-territorial units voted in first reading

Chisinau,  8 June 2023 - Localities in the Republic of Moldova will be able to strengthen administrative capacity through voluntary amalgamation. The Parliament voted today a draft law on the voluntary amalgamation of administrative-territorial units in the first reading.

According to the document, voluntary amalgamation involves the voluntary merging of two or more first-level administrative-territorial units (villages/communes and cities/municipalities), based on the decisions of local councils, in compliance with certain conditions, principles and procedures. Thus, in the basic conditions of voluntary amalgamation, it is stipulated that the territory of the amalgamated administrative-territorial unit must be continuous, and its population must be at least 3000 inhabitants.

The voluntary amalgamation process will be initiated based on decisions issued by the local councils of the first-level administrative-territorial units, adopted by the majority vote of the local councilors. The central public administration authorities will provide informational, organizational and methodological support for the voluntary amalgamation of administrative-territorial units. The state will also provide financial support for localities that decide to amalgamate. It includes allocations from the state budget for infrastructure development, supplementing local budgets for a period of seven years, as well as the allocation of other financial incentives.

The document was set up by the State Chancellery in cooperation with development partners, part of the Public Administration Reform Strategy for 2023-2030.
